Water heater recommendation?

We are under construction for a 900 square foot ADU.
Gas is not permitted, so it's all electric.
It will be used as an office primarily and occasional guests.
The design calls for a Rheem Hybrid Electric Heat Pump Water heater to be located on an exterior wall.
My plumber is concerned about the location and suggesting an insulated shed or housing for the unit.
The planning department will have to weigh in as now we are going into setbacks for a "housing unit" for the the water heater.
Can someone suggest an electric water heater for a warmer climate, for a space used infrequently, and to be located outdoors? I'm concerned about bacteria growth in a tanked system, and concerned about building a housing unit.
