How does the AC get billed?

I just moved in with my best friend and we are confused on how the AC will be determined how much it costs us.
We are currently going through a 110° heatwave where we live.
The issue IS NOT what the temperature is set at, I grew up without AC so I would prefer it off or in the high-70°/80° range but I understand that is not what most people like.
My roommate is in completely control of the AC and likes it set at 70°, that's okay by me; we do pay 50/50.
My roommate thinks we will be charged by how many times we change the thermostats.
I think we will be charged by how long the unit is running for.
For example, when no one is home and I'm about to leave I will turn the unit up to 75 because no one is home.
When I get home before her, I turn it back down to 70 because that's what she likes it at.
Of course a few times she gets home before me, and she turns it down to 70 and when I get home she has a very stern talking to me about changing the temperature, because me changing it will cause our bill to go up.
I've tried explaining that our bill is not determined by how many times we change it but rather how long the unit is running.
Because it is 110 outside, when the thermostats is on 70 the unit runs constantly with very little to no breaks.
When the thermostats is on 75 the unit will shut off for about 20 minutes before turning back on for another 20 minutes, before shutting off again, repeat.
She refuses to believe we will be charged more because it is constantly running, and I don't want to argue with her so I agreed to leave it at 70 at all times even when no one is home.
Everything I've googled says I am right about how we will be charged, but I do not know anything about AC units so Google might be wrong, and again I do not want to argue with her over the AC unit.
I'm looking for someone to explain how an AC bill is determined.

Answer:
Yeah it definitely charges you by how long its running, same as any appliance.
Imagine if you got charged every time you flipped a light switch, kids would ruin peoples lives.

Our furnace was rattling, as soon as we put our air conditioner on this past week. We had researched looking for a company that was Registered with Better Business Bureau, and this company TwinTech, had A+ Rating. All winter I have had an issue with very little heat reaching the 2nd floor of our home. After this past winter ended I decided to look into this. I found Twintech Heating and Cooling on line and started the process. After explaining my problem I had a call form Twintech and the tech came out and walked through things with me. The problem was the heating vent pipe had been dropped down in size by someone years ago causing little heat reaching the 2nd floor. Further into checking out the older furnace and AC they found a few things not properly installed by the last install of the old furnace and also that the AC was on it's last legs. I asked for a quote and waited a few days and we decided to go ahead with Twintech. They called a few days before to set up an installation time and date. The day of the install the guys were a half hour early which was a plus. The day of the install was great, the guys worked away removing the old furnace and AC.After which they installed the new furnace and AC. After they cleaned up the basement with all their tools and scrap metal etc. they came back inside to walk thru what they did. They also tested both the furnace and cooling systems to make sure everything worked and I the customer was happy. I now have heat on the 2nd floor for next winter. The guys from Twin tech were very professional. Their work habits and knowledge of the job was excellent. Their workmanship was just excellent, it was just up there with my standards as a homeowner. I am very pleased to have chosen Twintech for my new furnace and AC.. If I had to rate this experience with Twintech this company is a 10 in my books.Product,workmanship and customer care says it all.
