AC vent problem, gets ridiculously hot

The vent shown at the beginning is the only vent in my bedroom, it NEVER has or has had in the 3 or so years of being here had air blowing out of it, rather it almost feels like it's pulling air out of the room.
I've shown the duct work it is connected to, is there even SUPPOSED to be cold air coming through this vent?

Maybe pull the grill off and look inside with a flashlight to make sure nothing is blocking it?

I needed a new furnace and A/C to replace my 21 yr. old units, and went to the internet to view potential companies in May, I received 3 quotes,
